The Galaxy S4 is not even out yet, and developers have already went to work on it. Some XDA developers have successfully rooted the Galaxy S4, but only the international Exynos 5 version. Does not shock me that that version receives root first, and I am sure the other versions will get to their roots once developers have more time with them. The ROM that they have conjured up, comes packaged with ROOT&Busybox and flashable via Odin.
